An Opportunity sector in the Aquitaine-Basque Country-Navarre Euroregion
The recent reformulation of Navarre´s Smart Specialization Strategy (S3) incorporates the “Digital and Creative Industries” as one of its 6 thematic priorities. At the same time, Basque Country´s “S3″´ strategy also incorporates “Leisure, Entertainment and Culture” as one of the Opportunity Niches linked to the territory. In both cases, it is considered to be a sector with certain specialization as well as a sector with a huge growth potential.
Regarding to the 3 regions´ sectoral structure, there are multiple Clusters representing a large number of companies operating in the sector:
Navarre´s ecosystem favors creativity
The rich and diverse landscape and the traditions of this territory are a great asset for the cinematographic production. The value of this asset is one of the reasons why filming of series and movies in Navarre has grown significantly in the last years. As an example of that we have cases such as “Game of Thrones”, “The Invisible Guardian”, “Eight Basque Last Names” or “Witching and Bitching (Las Brujas de Zugarramurdi)”.
All this, combined with the Lekaroz Business Campus´ proximity to the Basque Coast (San Sebastian, Hondarribia, Biarritz…), makes this area ideal for the placement of companies linked to the Audiovisual Sector.
The bilingual character due to the intense cross-border relationship with France and the existence of the “Resources and Activities Center” (an equipped building for educational and training activities) makes the Lekaroz Business Campus a great location for companies in the Digital and Creative Industries as well as for the linguistics services.
Regarding to Higher Education, the University of Navarre offers “Audiovisual Communication”, “Advertising and Public Relationships”, “Journalism” and “Design” degrees.
Meanwhile, the Vocational Training in Navarre offers students the possibility to choose between “Plastic Arts and Design” or “Image and Sound” programs.
In the last 30 years Navarre has experienced a development of small but highly specialized companies in the recording and audiovisual production subsector. Some of these companies are now part of NAPAR – Audiovisual Producers Association of Navarre.
By 2009, the Government of Navarre opened an office – Navarra Film Commission – to facilitate the work of the audiovisual sector´s companies and professionals that wish to record in this region.
Navarre offers a 35% tax deduction for investments in audiovisual and cinematographic productions.
The Department of Culture, Sports and Youth of the Government of Navarre, through different calls, provides grants for the production of short films, medium length films and feature films.
The Cultural Patronage (MECNA) 8/2014 Federal Law has developed a new public-private collaboration model where cultural projects and activities are made possible. By doing this, the project maker has the guarantee of the MECNA stamp and the project financer (a person or a company) gets tax benefits.
The Society for the Development of Navarre (SODENA) has different tools and services (capital risk, loans, search of investors…) available in order to support the development of business projects in the field of the Creative and Digital Industries.
