Renewable energies and energy efficiency
A highly specialized strategic environment
The energy sector is a key economic sector for the Aquitaine–Basque Country–Navarre Euroregion, as it shows in their Smart Specialization Strategies (S3). In Navarre, “Renewable Energy and Resources” is included in the S3 strategy as one of the 6 Thematic Priorities. Meanwhile, in the Basque Country, “Energy” is one of the 3 Specialization Priorities and finally, in Aquitaine, appears as well in 3 of the 11 Thematic Priorities (“Mobilization of Biomass and Bio refinery for Industry”, “Eco-construction based on wood and energy efficiency in buildings” and “Clean and Intelligent Mobility”).
This regional strategic bet is reflected in a dynamic business sector grouped in various Clusters:
ECO-HABITAT CLUSTER.. as the Eco-construction Cluster represents more than 130 Northern Aquitanian actors (companies, research centers, universities, public entities…). There are also some business groups in the south of Aquitaine, such as CLUSTER BATEKO which groups Iparralde´s (French Basque region´s) sustainable construction companies.

Navarre, a leader in Renewable Energy development and application
The historic bet on Renewable Energy by this region allows it to be ahead of every other European region in the Europe 2020 Strategy’s energetic target fulfillment: More than 80% of today´s electricity consumption in Navarre comes from renewable energies.
To maintain the leadership during the following years, the government of Navarre and its main stakeholders are working on ‘Navarre´s Energetic Plan: Horizon 2030’ that aims on substantially reducing the need for fossil fuels while increasing the production of renewable energy. It also looks for promoting the energy efficiency in the construction and in the Industry, as well as taking advantage of the natural resources´ energy potential.
In the last 30 years, Navarre has developed a Regional Ecosystem around the Renewable Energies that integrates education, research and business development.
The Public University of Navarre (UPNA) has a Cathedra on Renewable Energies and offers as well a Master on Renewable Energies: Electricity Generation.
This guarantees the availability of highly skilled workers.
Regarding to research, we highlight CENER – National Center for Renewable Energies promoted by both the regional and national governments, the center is an international referent in the energetic research areas of wind energy, solar photovoltaic and thermal energy, biomass energy, buildings energy, Renewable Energy Grid Integration… CENER has the latest Technological Infrastructures like the Wind Turbine Testing Laboratory (LEA) in Sanguesa or the Second Generation Biofuel Center (CB2G) in Aoiz.
There are some companies such as GAMESA o ACCIONA world leaders in the wind energy sector, that have in Navarre different research centers and productive plants. Also, linked to the needs of these two big companies, there are many other wind turbine components production companies around.
There are also other industry leader companies like the Basque multinational INGETEAM or GAS NAVARRA.
It also exist a group of important Start-up companies that develop energy storage, micro networks and other fields solutions for the Energy sector, …
The Society for the Development of Navarre (SODENA) has different tools and services (capital risk, loans, search of investors…) available in order to support the development of business projects in the Energy sector, starting from the seed till the expansion stage.
This regional ecosystem offers the company that is placed in the Lekaroz Business Campus the opportunity to create and develop projects hand in hand with companies stablished in Navarre (potential clients, suppliers, collaborators…) and obtain specialized financing for the development of your projects.
